Pandorabots is not a freely downloadable application that I know of.
You'll have to buy it/license it from Dr. Rich Wallace.  The alternative
is to use one of the ALICE "programs".

I am not a programmer but it seems to me that the application will run
on any disk/operating system capable of transacting with people (or
other bots).

Without a net connection the number of users would be limited to those
on the local net or interface.
