Here is an example of the state of the art:  http://international.jabberwacky.com/honey   needs flash player.   'Honey' speaks English and Korean.

Body language and gestures are fully programmable.   A copy of Dragon Naturally Speaking covers the front end VR I/O   however this Avatar tech is not cheap.   However Mr. Rollo Carpenter is looking for legitimate academic demonstration projects.  So it is possible you could work out a deal.

Another example is International.jabberwacky.com/chat-chichan    (Set to '+' mode for bi-lingual)  Chi speaks English and Japanese.   One database is small but optimized; the other is very large but not optimized.  I'd be very interested to hear what you think of the conversational qualities.  

This site currently does not provide TTS due to the large expense, but you can set that up on your local machine.

I don't have time or ability to set up speech recognition web bots, droids, whatever, but I would be willing to trial and work on the responses for ESL purposes and test it on Cantonese kids learning English.  I'm doing a Doctorate in Education (ESL), so might have a bit of credibility with organisations.  If there are some small costs involved, I might be able to cover it.
