This figure seems resonably accurate, but from a business perspective it may 
not be compareably to concepts the client may be able to grasp.

In the day that I calculated estimates for commercial FAQ chatrobots I would 
ask for a list of FAQ questions and go from there. Each question may have 
10-20 "synonym" questions that need to be covered, as wel as their 
deviations. So, one single FAQ question may end up in several dozen AIML 
categories. In my opinion, the build phase for such a style bot should be 
calculated using a rate of 1 FAQ question an hour. This will include a 
little slack for optimisation but not too much.

For the developers reading this, this does not include the pre build 
planning, client negotiations nor testing.

For entertainment chatrobots that need to talk about many subjects, this 
calculation isn't going to work. Personally I would not know how much time 
it would take to create such a robot from scratch. However, I would 
certainly be interested in anyone's opinion in how such a calculation could 
be achieved.
